Don't confuse with 〜に関して (について)
〜に関して/〜について just means "regarding / about" a topic — neutral, no stakes implied: 天気について話す ("talk about the weather"). 〜にかかわる is stronger: it means the noun is genuinely affected or endangered. You wouldn't say 天気にかかわる話 for small talk about weather — but 台風は交通にかかわる大問題だ ("the typhoon is a serious problem affecting transportation") fits naturally.
