When one change brings another along with it
に伴って says that as one thing changes or progresses, a second thing changes right along with it — the two are treated as bound together, not coincidental.
高齢化に伴って、医療費が増加している。

Along with the aging population, medical costs are increasing.
One ongoing change (aging) brings another (rising costs) with it.

に伴って vs. につれて vs. と共に
につれて overlaps heavily with に伴って for gradual, parallel processes (年を取るにつれて/に伴って、体力が落ちる), but に伴って can additionally mark something merely incidental to an event — paperwork that "accompanies" a move — without any gradual process at all. と共に ("together with") is broader still and can link two simultaneous facts that aren't cause-and-effect at all.
